INCENTIVE/FIT: There are many things a man as ambitious as Petyr could want. This could be the Iron Throne. It could be the promise of Catelyn Tully's love. WHO KNOWS. Depends on what George R. R. Martin decides Petyr's motivation for his deeds was all along when the series endgame comes along. Meanwhile, we do know for sure that he dislikes the rights and attitude of the upper classes, and contents himself with scheming ways to ruin their games and station while bettering his own. We also know that he was genuinely in love with Catelyn, now deceased, and if there was ever a world where she could be his, he would take it without hesitation. We do not, however, know if he actually wants the iron throne and ultimate power for himself, or just as much power as possible to operate in the shadows and ruin just above everyone else's life, because someone obviously should. The prospect of earning a favor of some kind would get him to sign up in a flash. Especially when we consider that Petyr, as the owner of brothel, and expert machinator of courtly and social intrigues, would feel welcome and at home in a city fueled by physical intimacy. For a man like this, the possibilities are endless and opportunity is irresistible.

He is not the show canon. I don't know if that changes his placement. Show and book Petyr are more different than any other cross media canon I have ever come across, in terms of plot and storyline. A bit in terms of personality too, but in that case, not quite enough argue as drastic.
